Among its main functions are to rule, at the request of the National Assembly or the Council of State, on the constitutionality of laws, decree-laws and other general provisions, exercise legislative initiative in matters of administration of justice, and evacuate general inquiries made by its own Courts of Justice, the Courts, the Attorney General of the Republic or the Minister of Justice.
The Governing Council is in charge of evaluating and approving the candidates proposed to the National Assembly of People's Power for their election as judges of the Supreme People's Court and knowing and approving the candidatures corresponding to the provincial and municipal courts, as well as calling the exercises opposition or merit contests for the entry or promotion of judges, and organize the professional improvement system for both judges and auxiliary personnel through the Judicial Training School.
Likewise, the Governing Council is responsible for supervising the jurisdictional activity of the courts and approving the budget projects for the entire Court System.
