Most important aspects of Decree Law 31 approved as of January 29, 2021.
 
CHAPTER I
GENERAL LAYOUT:
Article 1. The purpose of this Decree is to establish throughout the national territory, infractions of sanitary measures for the prevention and confrontation of covid-19.
 
CHAPTER II
OF INFRACTIONS:
 
a) Make it difficult in any way to comply with the sanitary measures issued by the competent authority: 2,000 pesos.
 
b) Being a manager of a work or study center does not comply with current health regulations: 3,000 pesos.
 
c) Do not use or use incorrectly the face mask or face mask on public roads, buses, cars and inside work and service centers: 2,000 pesos.
 
d) Go to schools and work centers, with signs or symptoms suggestive of covid-19: 3,000 pesos.
 
e) Do not enable state, non-state entities and other institutions the means of protection that are required for such purposes, especially in those work activities where you constantly interact with the public: 3,000 pesos.
 
f) Do not enable chlorinated or alcoholic water solutions for the disinfection of hands and surfaces in state, non-state entities and other institutions: 3,000 pesos.
 
g) Hold parties, games or cause crowds of people in public spaces, thereby violating the established sanitary measures: 3,000 pesos.
 
h) Failure to comply with other provisions established for such purposes by the health authorities in places declared at epidemiological risk due to being in some of the transmission stages of the disease: 3,000 pesos.
 
i) Being a landlord of housing, rooms or spaces, do not inform the health authorities of the abandonment of the people who are housed or the appearance of symptoms associated with covid.19, while they are in restrictive isolation of epidemiological surveillance: 2,000 pesos.
 
2. The corresponding fines for each case are imposed on those responsible for minors or disabled persons who incur in any of the violations established in the previous section.
 
Section 3.1. National and foreign travelers who arrive in the country are sanctioned with a fine of 3,000 pesos, when they incur any of the following behaviors:
 
a) Refuse to perform real-time PCR tests.
 
b) fail to comply, during the period in which the result of the aforementioned test is not confirmed, the health warnings related to epidemiological surveillance, restrictive home isolation or carry out, promote parties or activities with crowds of people.
 
2. The same sanction as that provided in the previous section is imposed on people from outside the country who test positive for PCR, and do not adopt the other sanitary measures established in this regard.
